Councilmember Quetcy Lozada has represented the 7th District in Philadelphia City Council since November 2022. She is a life-long resident of the 7th and has lived in Hunting Park, Fairhill, Juniata, and now Northwood where she has raised two exceptional children. Her career is dedicated to service.
As a Councilmember, she has been a vocal and visible advocate for the people of the 7th Council District and has not shied away from difficult challenges. In her first two years in office, she has written and passed several pieces of legislation aimed at stabilizing the quality of life in the Kensington neighborhood. They include a resolution calling for an audit of past city funding to the neighborhood, an ordinance restricting business hours when illicit activity is most common, and a zoning overlay to give communities a voice if an injection site were proposed in their neighborhood.
The quality of life of all residents of the 7th Council District is Councilmember Lozada’s top priority. She has used her office to implement a 24-hour cleaning pilot around schools and the Kensington business corridor. She has led efforts to tow over 400 abandoned vehicles in Frankford and has prioritized the installation of traffic calming measures around schools, community centers, and parks and recreation facilities throughout the city. She has advocated for and disbursed city funds to improve the quality and safety of parks in the 7th. As a Councilmember she has established an open line of communication with leaders at all levels of local government including education, law enforcement, public departments, council offices, and the mayor’s administration.
She serves as the chair of Council’s Committee on Public Property & Public Works, where she played a role in brokering a new franchise agreement with Verizon that will install free public Wi-Fi hot spots and enhance cyber security at nearly 187 recreation centers throughout the city. She is also the chair of the Special Committee on Kensington which she established early in her current term. She is the Vice-Chair of the Committees on Public Safety and Public Health & Human Services. She sits on the Committees on Appropriations, Education, Labor & Civil Services, Legislative Oversight, and Neighborhood Services.
Before becoming a Councilwoman, she spent a considerable amount of time working in local and state government and for nonprofit organizations focused on providing resources to the Latino community in Philadelphia. Most recently, she served as the Vice President of Community Engagement & Organizing for the North Philadelphia based non-profit, Esperanza. In all of her functions, she put her community at the center of her work, consistently coordinating projects that directly benefited the quality of life of Philadelphians.
In addition, she worked in the Philadelphia District Attorney’s Office and served on Governor Wolf’s Advisory Council on Latino Affairs and the Pennsylvania Election Law Advisory Board where she is still a member. In each position she used her platform to underscore the voices of the Latino community in Philadelphia.
Councilmember Lozada holds a master’s degree in business administration from Lincoln University, where she graduated cum laude in 2020.
