History

The Non-Profit Provider Task Force was established following legislation (Resolution No. 240614) introduced by Majority Leader Katherine Gilmore Richardson to significantly improve the way the City of Philadelphia does business with non-profit service providers.

Mission

The mission of the Non-Profit Provider Task Force is to make much needed reforms in how the City of Philadelphia does business with our non-profit providers to put the needs of all Philadelphians first. This gives us an unique opportunity to improve our City's business functions and ensure that our non-profit partners can focus on doing the challenging, but necessary work.

The Task Force’s charge will include conducting a thorough review of existing procurement, contract, and payment processes to identify inefficiencies and areas for improvement; soliciting information and feedback from non-profit and community stakeholders to understand concerns and challenges; conducting research on contract and procurement reforms in other municipalities; and formulating recommendations to streamline business processes, ensuring efficiency, transparency, and support for non-profit service providers.

The Task Force will meet at a minimum of once a month and submit a preliminary report of findings and recommendations to the Mayor and City Council by December 31, 2024.

  • Contracts not being conformed in a timely manner
  • Being forced to take out lines of credit as they await payment
  • Poor communication
  • Little to no reporting requirements
  • Significant understaffing in key City departments that lead to delays
  • Difficult systems management
  • Only being awarded contracts for a term of one year
