Transmitting an ordinance authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to grant to the Pennsylvania Department of Transportation, a temporary construction easement on a portion of the parcel or parcels of land in and about the area bounded by Richmond Street, East Butler Street, I-95 and Castor Avenue, commonly known as 3721 Richmond Street, under certain terms and conditions.
