To amend Title 14 of The Philadelphia Code, entitled ?Zoning and Planning,? by revising certain provisions of Chapter 14-500, entitled ?Overlay Zoning Districts,? by creating the ?/EOD, East Poplar Overlay District,? all under certain terms and conditions.
