To amend the Philadelphia Zoning Maps by changing the zoning designation of a certain area of land located within an area bounded by 39th Street, Ludlow Street, 40th Street, and Market Street; to amend other rules related to zoning and approving a Master Plan for the site bounded by the forementioned area; and making related changes to various provisions of Title 14 of The Philadelphia Code, entitled ?Zoning and Planning,? and making technical changes, all under certain terms and conditions.
