Authorizing the Commissioner of Public Property, on behalf of the City, to acquire fee simple title or a lesser real estate interest in all or a portion of a parcel or parcels of land located in and about the area bounded by 31st Street, Ludlow Street, and 32nd Street, together with all improvements thereon, for purposes of placing on the City Plan, under certain terms and conditions.
