Amending Title 12 of The Philadelphia Code, entitled ?Traffic Code,? to add provisions related to vehicle parking in front of a fire hydrant, to provide for the removal or immobilization of such vehicles and for other penalties, and to make related technical changes, all under certain terms and conditions.
