Calling on the City of Philadelphia to establish a committee to plan and host athletic events for Historically Black Colleges and Universities in Philadelphia, with the goal of establishing an annual, Philadelphia-based HBCU Classic.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to The Philadelphia Home Rule Charter relating to the creation of the Prison Oversight Board; and authorizing the appropriate officers to publish notice and to make arrangements for the special election; all under certain terms and conditions.

Proposing an amendment to The Philadelphia Home Rule Charter to provide for the creation of an independent Prison Oversight Board, and to provide for the composition, powers, and duties of the Board; and providing for the submission of the amendment to the electors of Philadelphia.

Renaming North 33rd Street, between Chestnut and Arch Streets as ?Squash Way,? in recognition of the Arlen Specter US Squash Center.

Authorizing City Council?s Committee on Finance to hold hearings regarding growth in the City of Philadelphia.

Amending Chapter 19-1300 of The Philadelphia Code, entitled ?Real Estate Taxes,? and Chapter 19-1500, entitled ?Wage and Net Profits Tax,? by providing for tax credits for volunteer community service; and adding a new Chapter 19-4600, providing for eligibility criteria; all under certain terms and conditions.

Amending Chapter 9-800 of The Philadelphia Code, entitled ?Landlord and Tenant,? to modify requirements and authorizations related to the City?s residential eviction diversion program, including associated changes to the landlord and tenant relationship, and to make certain technical changes, all under certain terms and conditions.
