Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to The Philadelphia Home Rule Charter providing for the creation, appointment, powers and duties of an independent Economic Opportunity Plan Oversight Board, and providing for annual appropriations to the Board; and authorizing the appropriate officers to publish notice and to make arrangements for the special election; all under certain terms and conditions.
Authorizing the striking from City Plan Nos. 40-S, 47-S, and 48-S and abandonment of a certain right-of-way reserved for drainage purposes, located along the former Hartranft Street, west of 26th Street, and extending westwardly therefrom to the Schuylkill River, under certain terms and conditions.

Amending Chapter 14-500 of the Philadelphia Zoning Code, entitled ?Overlay Zoning Districts,? by creating a new subsection, entitled ?Multi-Modal Logistics Center Overlay District,? all under certain terms and conditions.
Amending Chapter 10-2000 of The Philadelphia Code, entitled ?Use of Three-Dimensional Printer to Manufacture Firearms,? to change the Chapter title, to add definitions, to add additional prohibitions on use of three-dimensional printers, to impose prohibitions relating to the transfer, use, or conversion of unfinished firearms and certain equipment, the manufacture of firearms, and to prescribe additional penalties for violations of this Chapter; all under certain terms and conditions.
