Authorizing the Committees on Gun Violence Prevention and Children and Youth to conduct joint hearings to examine the need for universal access to trauma counseling for Philadelphia?s youth.

Encouraging the First Judicial District to institute administrative rules that allow the court to seal evictions and corresponding civil matters between a landlord and a tenant in the interest of justice and without consent from the opposing party as well as invest in alternative processes of resolving landlord-tenant disputes. Further calling on the Pennsylvania State Legislature to amend the Landlord-Tenant Law of 1951 to allow for the sealing of evictions.

Amending Chapter 21-1500 of The Philadelphia Code, entitled ?Boards and Commissions – Public Deliberations,? to require recording or transcription of certain meetings and provision to the public of access to such recordings and transcriptions; all under certain terms and conditions.

Authorizing transfers in appropriations for Fiscal Year 2021 from the General Fund, the Council to the General Fund, the Department of Planning and Development.

Amending Title 10 of The Philadelphia Code to create a new Chapter 10-2500, entitled ?Less Lethal Devices,? to regulate the use of less lethal devices in specific situations; all under certain terms and conditions.
