Calling on the City of Philadelphia to establish a committee to plan and host athletic events for Historically Black Colleges and Universities in Philadelphia, with the goal of establishing an annual, Philadelphia-based HBCU Classic.
Adding a new Section 9-649 of The Philadelphia Code, entitled ?Sale of Body Armor,? to require sellers of body armor to maintain and submit records regarding sales to Philadelphia residents; and adding a new Section 10-843 of The Philadelphia Code, entitled ?Possession, Sale, and Transfer of Body Armor,? to require Philadelphia residents to register certain body armor with the City; all under certain terms and conditions.
