Approving the Ratification and Fourth Amendment to Redevelopment Agreement of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the University City Unit 5 Urban Renewal Area, identified as Parcel No. 14; and authorizing the Redevelopment Authority to execute the Ratification and Fourth Amendment to Redevelopment Agreement with The Trustees of the University of Pennsylvania and to take such action as may be necessary to effectuate the Ratification and Fourth Amendment to Redevelopment Agreement.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank deeds conveying title to certain properties located in the Third Councilmanic District pursuant to the requirements of the Commonwealth Land Bank Act.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 723 N Shedwick Street, 713 N 35th Street, 3408 Mantua Avenue, 3410 Mantua Avenue and 3518 Wallace Street in the Third Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 610 S. 54th Street and 5410 Spruce Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Amending Title 12 of The Philadelphia Code, entitled ?Traffic Code,? to require the maintenance and reporting of certain information related to vehicle stops, and making certain technical changes, all under certain terms and conditions.

To amend the Master Plan for the University of Pennsylvania by areas of land located within an area bounded by Guardian Drive, East Service Drive, Civic Center Boulevard, 34th Street, 33rd Street, Walnut Street, the Schuylkill River, 34th Street, and University Avenue.

Amending Title 12 of The Philadelphia Code, entitled ?Traffic Code,? to clarify the appropriate methods and circumstances of enforcement of traffic violations in order to provide for the fair and transparent administration of the traffic violations, prevent racial disparities, and protect public safety, and making certain technical changes, all under certain terms and conditions.

Recognizing the School District of Philadelphia for becoming the first Pennsylvania School District to acquire electric school buses.
