Authorizing the Philadelphia Land Bank to dispose of 2453 N. Carlisle Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Approving the Rebuild Project Statement for Fiscal Years 2020, 2021, 2022, and 2023 pursuant to Bill No. 170206.

Amending Title 19 of The Philadelphia Code, entitled ?Finances, Taxes and Collections,? by adding a new Chapter 19-4500, entitled ?Low-Income Tax Provisions,? providing for the refund or forgiveness of real estate tax liability of certain low-income residents attributable to real estate tax increases and increases in the assessed value of the taxpayer?s homestead, under certain terms and conditions.

Amending Section 19-2600 of The Philadelphia Code, entitled ?Business Income and Receipts Taxes,? with respect to allocation and apportionment of income and receipts inside and outside of the City, all under certain terms and conditions.

Approving a Substantial Amendment to the Annual Action Plan 2021-2022 to add $42,007,561 in HOME – American Rescue Plan (HOME-ARP) funding, all under certain terms and conditions.

Authorizing the Philadelphia Gas Works, by Philadelphia Facilities Management Corporation, solely in its capacity as operator and manager of the City-owned Philadelphia Gas Works, to enter into an amendment to lease with Germantown Realty Investment Group, LP for certain premises located at 212-214 W. Chelten Avenue, all under certain terms and conditions.

Authorizing and approving the execution and delivery of a Service Agreement between The City of Philadelphia and The Philadelphia Energy Authority relating to the financing of the construction, equipping and installation of an energy efficient City street lighting system and related improvements; approving the issuance by such Authority of bonds, notes or other evidences of indebtedness in one or more series to finance or refinance such project and authorizing and approving the obligation of the City to pay in full when due the Service Fee and other amounts payable under the Service Agreement;
