Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in the Resolution approved by City Council proposing an amendment to the Philadelphia Home Rule Charter relating to the operating budget and providing for a mandatory fifty million dollar ($50,000,000) minimum annual appropriation to the Housing Trust Fund or any such successor financial facility or such successor financial facilities; and authorizing the appropriate officers to fix the date for the special election for such purpose; prescribing the form of the ballot question to be vot
