Amending Section 17-109 of The Philadelphia Code, entitled ?Local Bidding Preferences,? to amend reporting requirements to require the establishment of local business usage goals and reporting on reaching such goals as a way to assist community businesses recover from the COVID-19 pandemic, all under certain terms and conditions.
