September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250331, introduced by Councilmember Nicholas O'Rourke, and passed by City Council on June 12, 2025. Bill Number 250331 would allow the creation of an Anti-Displacement Fund for residential tenants who cannot stay in their homes because the building they live in has been closed due to a cease operation order. While protecting vulnerable tenants is a laudable goal, given the length and complexity of the Code enforcement process associated with this ordinance,
