Authorizing the overnight truck parking for the commercial vehicle of Vincent Cappello, owner and operator of Vinny?s Fruit and Produce, located in the right-of-way on the north side of Dickinson Street between 9th and 10th Street, and excepting Mr. Cappello from certain provisions of Section 9-203 of The Philadelphia Code, entitled ?Street Vendors,? and certain provisions of Section 12-901 of The Philadelphia Code, entitled ?Stopping, Standing or Parking Prohibited at Certain Places,? all under certain terms and conditions.
