Philadelphia, Feb.19, 2014 – Mayor Michael Nutter signed into law Councilman At-Large Dennis O’Brien’s legislation amending the Philadelphia Code by replacing references to “mental retardation” with references to “intellectual disability.” By removing words often used to hurt or demean the differently abled from official City documents, Philadelphia hopes to become a more welcoming and inclusive City.
