(PHILADELPHIA) October 26, 2017 – Philadelphia City Council on Thursday unanimously voted to approve Bill No.170674-A, a Bill introduced by Councilman Curtis Jones, Jr. (4th District) which will amend Section 10-825 of the Philadelphia Code, entitled “Stun Guns” by further providing for the regulation of stun guns, also known as electric or electronic incapacitation devices.
In Pennsylvania, the possession of a stun gun is governed by Section 908.1 of the Pennsylvania Crimes Code. This section of the code allows a person to possess and use a stun gun in the exercise of reasonable force in defense of the person or the person’s property. However, this section of the state code prohibits the use of these devices for an unlawful purpose, or the possession of these devices for those who are otherwise prohibited from possessing a firearm.
“It was easier for a child to purchase a stun gun than a cell phone in Philadelphia,” said Councilman Curtis Jones, Jr. “The prohibition of sales and possessions of stun guns is a step in the right direction.”
